Recently, there is more reason to doubt whether the main premise--disorderincreases fear, crime, and deterioration--is correct after all. Taylor (1999)reports on a study that followed conditions in thirty neighborhoods inBaltimore in 1981, 1982, and 1994. By 1994, physical conditions had worsenedsignificantly, yet there were few changes between 1981 and 1994 in citizens'fear of crime or perception of disorder, amount of crime, or neighborhooddecline. Although the research teams expected something else, residents did notreport more incivilities, they were no more fearful, increased disorder did notalter or increase crime, and neighborhoods did not experience structuraldecline (Taylor 1999). The study warned against community policing andprosecution efforts that concentrate heavily on or fixing physical problems--the premise of thesemethods has been exaggerated, they have been overused, and they haveovershadowed other problem-solving and community-oriented strategies.

Encouraging the development of can also make a significant difference to the experience of being in different communities. Here we might highlight the case of schooling. Educational achievement is likely to rise significantly, and the quality of day-to-day interaction is likely to be enhanced by a much greater emphasis on the cultivation of extra-curricula activity involving groups and teams.
